<p>Objective: Understanding neural mechanisms underlying the experience and enactment of stigma is needed to address the public health challenge posed by both experienced and enacted stigma. In this systematic review, we synthesized the literature on neural correlates of stigma from the perspective of (a) the stigmatizer (enacted stigma) and (b) the stigmatized (experienced stigma). Method: We searched PsychInfo, PubMed, Web of Science, Medline, and SCOPUS for articles assessing stigma using neuroimaging. Results: Thirty-one articles were included covering a variety of stigmatized identities (i.e., mental health, medical conditions, homelessness), with 20 articles on enacted stigma and 11 on experienced stigma. There was a large variety in methodological approaches, including varying experimental paradigms, analytical approaches (e.g., whole-brain vs. region-of-interest analyses), samples, and degree to which stigma is assessed and/or verified (as opposed to assumed to be present in response to exclusion or in response to specific stimuli). Regardless, our review indicates that a widespread network of brain regions is implicated in the enactment of stigma (in the stigmatizer), including frontal, cingulate, parietal, occipital, and subcortical regions, which are characterized by inconsistencies that likely result from methodological differences. In contrast, a blunted medial prefrontal cortex response to experienced stigma is relatively consistently observed (in the stigmatized). Conclusions: Our review is the first to comprehensively synthesize studies examining neural correlates of stigma, revealing tangible brain patterns reflecting its experience and enactment, enhancing our understanding of stigma and its assessment. <p><h2>Abstract</h2>
<h2>Motivation</h2>
<p>How do people living in an insecure borderland beset by civil war and insurgency solve social problems and improve life when they are targeted by counterinsurgency forces, taxed by insurgents, and their villages are too insecure to get state or NGO services? Understanding their everyday governance helps reorient approaches to development in areas in or emerging from war.</p>
<h2>Purpose</h2>
<p>The article presents insights from residents of rural areas on either side of the national border between Somalia and Kenya, where protracted and violent conflict has been ongoing for over 30 years. It focuses on practices of everyday governance from a grounded perspective. What do residents’ solutions look like? Who do they engage with and how? What norms and connections do they privilege?</p>
<h2>Methods and approach</h2>
<p>Resident-led reflection began in early 2024 and continued for six months with 50 diverse borderland residents formed into small cross-border groups. Facilitators invited them to reflect on their daily lives using a storytelling method.</p>
<h2>Findings</h2>
<p>People and their organizations are consistently negotiating security, managing social relations, and forging cross-community collaborations. In these borderlands, where economic, military, and geopolitical interfaces are hardened by military and political frontiers, the role of the individual and their communities in solving governance problems is especially salient.</p>
<h2>Policy implications</h2>
<p>These findings challenge some core assumptions of contemporary governance interventions in areas of limited statehood that suggest that state building should begin from the top and concentrate on government. Governments and NGOs should stress-test their proposed and ongoing policies and programmes by asking how well they enhance the three processes that citizens are already working on: negotiations over security, the organization of community relations, and the networks of interconnected problem solving.</p>

For pioneering research on gesture in language creation, language production, language learning, and cognition, Susan Goldin-Meadow is a 2025 award winner. Susan Goldin-Meadow has studied gesture in deaf children who do not receive structured language input, and she has found that the gesture systems that these children generate—called homesign—are highly structured and language-like. She has studied the gestures people produce along with speech, and she has shown that such gestures both reveal and influence thinking. Her work has shaped scientific understanding of human development, learning, and communication. <p>How did the languages we use today come about? One way to make this problem more tractable is to think about language, not as a single entity but as a compilation of properties. Biological evolution may have resulted in the creation of some properties of language. However, cultural evolution, which relies on changes introduced by successive generations of users and is quicker than biological evolution, may also be responsible for the introduction of properties into language. Although it is difficult to distinguish linguistic properties introduced through biological evolution from those introduced through cultural evolution, one way to approach this problem is to observe a modern-day child who has not been exposed to a usable model for language. Despite the lack of a language model, a child in this situation can communicate and uses gestures to do so. These gestures, called homesigns, contain many, but not all, of the properties found in natural language. I suggest that the properties of language found in homesign are good candidates for linguistic properties that arose through biological evolution. By contrast, the properties not found in homesign are good candidates for linguistic properties that were introduced into language through cultural evolution.
